What is HIPRON?

Himalayan Project Nepal (HIPRON) officially registered as an independent NGO in March 2007 at the District Administration Office, Kathmandu, under the ministry of Home Affairs and affiliated to the Social Welfare Council, under the ministry of Women, Child and Social Welfare. HIPRON has an office in Lazimpat, Kathmandu with 4 office staffs. Its elected board has 7 members and 16 general members. It has been working in the field of Education, Health, Women Empowerment and other Social Development Projects in the few parts of Upper Solu, Solukhumbu District with the fund support of Himalayan Project Danmark (HP-DK). HP-DK is the only source of project’s Income of HIPRON, actually we can say Himalayan Project and HIPRON are partner organizations.

In the beginning of HIPRON establishment it was very active in school construction and reconstruction of Upper Solu. After the massive earthquake of 2015, many schools were damaged and we were called from many places but with the limited budget we had to shrink ourself only in Bhakanje. Temporarily quite busy on reconstruction of schools at Bhakanje right after the earthquake but all those reconstructions were completed in 2017. After that HIPRON is mostly focusing on Scholarship Project which we have named as “Educational Project”.

Constitution

HIPRON has produced a constitution which is approved by the District Administration Office (DAO) during the establishment period. The main part of the constitution has not been changed since the establishing period; only minor parts about membership fee.

Policies

HIPRON has produced policies on the demand of Social Welfare Council, like Administrative Policy, Finance Policy and Anti-corruption Policy, which is approved by HIPRON General Assembly. Policies are made on basis of SWC’s demand and added with issues developing during our work progress. The purpose is to give guidelines on the work, for better understanding as well as to maintain transparency.

Registration and Affiliation

Himalayan Project Nepal is registered at District Administration Office (DAO) Kathmandu, Regd. No. 934-063-12-08. We have to renew the organization at DAO every year after submitting all the documents that proves the organization is following all the norms of government for NGO. Renewing at DAO is the last procedure to have the up-to-date status of the organization.

HIPRON has it’s Personal Account Number (PAN) 302503218 registered at Inland Revenue Department (IRD). IRD control the tax payment. HIPRON has to pay tax on salaries, on wages, on purchase , and tax on surplus is the major taxation, and there are so many other organizational taxes.

HIPRON is also affiliated with Social Welfare Council (SWC), Affiliation No.22066. SWC has to approve our projects for some years ahead. They also will check the source of Income and sustainability of the applied projects. In their perception, without approval the projects will not be legal. Once the project is done, SWC will monitor how far the project is done according to the approval. Before we can apply for next project, SWC produce a report with feedbacks and suggestions, which we have to follow.

DAO, IRD and SWC are interlinked, so we need the approval from all three to continue our work.

Furthermore we have to coordinate the projects and the budget with the local authorities to have tyheir approval. This is Local DAO, Dudhkunda Municipality, Likhupikey Rural Municipality, and Ward Office.
